One of the problems of releasing hydrogen from water is the strong nature of the hydrogen oxygen bond. Fukai technologies takes a unique approach of "preprocessing" the water before using an electrolytic approach with an aluminum or magneseum catalyst. They claim that by using this functional water produced with a suitcase sized apparatus, they can ultimately create energy at 20 cents per kwh.

And of course, power in the northwest states, for example, is largely produced by clean, renewable hydro-power already.
