Many websites offer a backup procedure if you forget your
password. These often have pre-canned questions. You choose
one, and provide an answer. Later, you can answer the question
to reset your password.

Windows Live ID does this, but puts a restriction on how short
an answer that can be provided. In particular, answers must
be at least 5 characters. So, what if your first pet (for example)
had a name shorter than 5 characters? You could choose a
different question, but they may have problems too. You could
come up with a way of "padding" your pet's name, but then will
you remember your padding procedure when the time comes,
6 months down the road? Probably not, so this restriction is
directly contradictory to the intention of the feature.

Answer: remove this restriction.
